At the heart of TQRE is the Risk Assessment Matrix (RAM) a dynamic, ethical, and human-informed tool designed to identify both risk and protective factors, at several levels and in real time.


While most systems assess harm after it happens, the RAM is built to flag early warning signs and elevate the strengths that prevent escalation. It goes beyond the individual child or case to consider the full ecosystem around them: family, community, culture, services, and systems.


 Equity-Weighted Insights-The RAM is culturally safe and trauma-informed by design. It doesn’t simply score risk it interprets it through a contextual and ethical lens, recognising that vulnerability and strength often coexist. 


 TQRE does not automate judgement. Instead, it empowers decision-makers with transparent, data-informed insight to support ethically sound, timely responses always with human review and contextual nuance.
